Two cards were rewritten the day set 37 landed

The publisher posted the notice on 22 September and applied it during the 24 September maintenance — the same maintenance that put set 37 in the game. Two of the four changes alter how a card works. Nobody has mentioned them, and there is a reason for that at the bottom of this page.

The spell counter stopped letting the spell count

Chōshinsei Mercury Gigablizzard 《超神星マーキュリー・ギガブリザード》 · DMPP-07, November 2020 Meteorburn 1, before When the opponent casts a spell, put one card from under this creature into the graveyard. If you do, that spell loses its effect. After When the opponent casts a spell, instead put one card from under this creature into the graveyard and put that spell into the graveyard. A spell put into the graveyard this way does not count as having been cast.

The old wording let the spell happen and then did nothing. The new one stops it from having been cast at all. That is not a tidier way of saying the same thing. Anything that triggers on the opponent casting a spell, or counts how many spells they have cast this turn, now never sees it.

This is the wording set 37 introduced The Jokers counter in the new set — Oramach the Johnny — turns an opposing spell off with exactly this construction, and the publisher's rules FAQ for it spends three entries on what "does not count as having been cast" does to the other player's triggers.

A card from 2020 has been brought in line with a card from this month.

And a 2019 card stopped using search

Primal Scream 《プライマル・スクリーム》 · Darkness, cost 4, Shield Trigger · DMPP-01, the game's first set Before Put the top four cards of your deck into the graveyard. Then search your graveyard for a creature and add one to your hand. After Put the top four cards of your deck into the graveyard. Then return one creature from your graveyard to your hand.

Search is not a paper mechanic. It is PLAY'S' own invention, and it does not mean what an English speaker would assume: it shows you a limited number of distinct cards rather than the whole zone, so the card you want may simply not be offered. Taking it off a card is a straight upgrade.

The reason is a card in set 37 Set 37 contains — a Mafi Gang Twinpact whose spell half is Primal Scream, without search. The standalone version was rewritten to match its own reprint.

So the oldest card in this notice was changed by the newest one. That is the cleanest example this site has found of PLAY'S walking its own mechanic back.

The other two changes are wording only

Pearl Park now says the leftovers go under your deck rather than to the very bottom of it, and Vex the Prophet now says it gives itself Blocker rather than gets Blocker. Neither changes what happens. They are the game tidying up phrasing it now has a house style for.

The notice also states that no DM point compensation is being paid, which is what the publisher does when a change is not a downgrade. Both functional changes read as improvements for the player holding the card.

Both rewritten cards are from 2019 and 2020. Neither is legal in the format everyone spent this week arguing about. Why nobody mentioned it

Why this went unnoticed

New Division holds the most recent sets only, and DMPP-32 rotated out on the same day set 37 arrived. A card from DMPP-01 or DMPP-07 has been outside New Division for years. Both of these changes are All Division changes.

Which means the notice landed in the same maintenance window as ninety new cards, an alternate win condition and a rotation — and it only affects the format that was not the story. All Division is the older, deeper format, and it is where a rewritten spell counter from 2020 actually changes games.
